The Start-up Residency Programme is for Non-EU nationals who wish to set up highly innovative, highly disruptive startups.
It is targeting innovative ventures that have not been established for more than 7 years globally.
This Programme is designed to increase Malta’s competitiveness in the field of highly innovative startups. Beneficiaries of this programme shall be granted a 3-year residence permit, extendable for an additional 5 years, for the founders, co-founders and their families, allowing them to legally reside in Malta while launching their startup venture. Beneficiaries may also travel within the Schengen Area without the need of a visa as long as the residence permit is valid.

Eligibility Criteria
- The incorporated Startup in Malta is required to place a tangible investment and/or paid-up share capital of not less than €25,000 and an additional €10,000 per co- founder. The maximum number of co-founders is 6
- The individual must have a concrete intention to develop and/or expand their business in Malta
- The individual must to a founder or co-founder of the business start-up and the start-up must not have been established for more than 7 years and must fulfil the following;
- it has not taken over the activity of another enterprise,
- it has not yet distributed profit,
- it has not been formed through a merger.
- The founder and/or co-founders benefitting from this programme need to have a physical and tangible presence in Malta not only from a business point of view but also in terms of living in Malta. Thus, those benefitting need to be living and paying their taxes in Malta
- Must be Non-EU national
- Purchase or rent property in Malta
- Must be 18 years and older;
- Have recognised health insurance covering risks in Malta for himself/herself and dependants( This is much cheaper than in SA )
- Be in possession of sufficient financial resources to support himself and any other dependents;
- Have no criminal record or pending criminal charges.
- Must not have previously had an application for residence status or citizenship rejected in Malta or abroad
